2d animation is nothing more than the illusion of movement -obviously there are ways of adding some “glitter” to this as a simpler GIF which doesn’t require redrawing everything a zillion times! Remember film is 24fps or 24 frames per second motion or a I bet a long month drawing a scene of you could be movie here or some glitter sparkling could take a day and let this sparkle alive. Classic as in most modern work is computer rendered entirely so you could go old school classic making this move?
Gif are a bit of a pain and I personally am just artistically interested not any good 😉 but you can see how to add simpler glitter rain-an illusion of rain moving thus translate how such might work in your composition if you like that is! Otherwise print and push it for sale or something;)

And thus technically they travel in illusion about 5280 = us mile 24fps = one second 15x24x3600= need calculator suddenly lazy!
